全民健康保險 National Health Insurance
法令規定
外國學生來臺就學期間取得有效居留證，並在臺居住滿6個月後，必須加入全民健康保險（健保）。學生在臺期間尚未加入健保的前6個月，必須加入外國學生團體傷病醫療保險（團保）。
在臺居住滿6個月，係指進入臺灣地區並取得外僑居留證後(以居留證初次核發日期為準)，連續居住達6個月，或曾出境1次未逾30日之實際居住期間，扣除出境日數後，併計達6個月。
Following Taiwan government regulations, international students must register for health insurance during their stay in Taiwan. Students staying in Taiwan with a valid Alien Resident Certificate (ARC) for over six months continuously must enroll in National Health Insurance (NHI). Students must register for Group Medical Insurance if they do not have NHI.
Requirements for NHI Registration:
A person who has, after receiving an ARC, stayed in Taiwan for six consecutive months (starting from the ARC issue date), or exited Taiwan only once, for fewer than 30 days, within a period amounting to six months after the number of days that they have been away from Taiwan is deducted.
保險費繳納方式及金額 Insurance premium payment method and amount
由學校將學生應繳納之健康保險費列入每學期學雜費繳款單，學生需於註冊時一併繳納。外國學生健康保險費每月新臺幣826元（依健保局現行收費標準），每學期需繳納新臺幣4,956元 (第一學期：9月至次年2月；第二學期3月至8月)。新入境之新生需取得有效居留證，並在臺居住滿6個月後，才符合投保資格。為保障學生安全，未能參加健保之前，須辦理國際學生醫療保險，由校方統一協助境外學位生辦理。
In accordance with the regulations, the university will include the health insurance premiums payable by overseas students in the tuition and fees bill for each semester, and the student will pay it at the same time when he/she registers.
The insurance fee for overseas students is NT$826 per month (according to the current fee schedule of the Health Insurance Bureau). The insurance fee is payable from September to February (NT$4,956) for the first semester and from March to August (NT$4,956) for the second semester.
However, to protect the safety of students, before they are eligible to enroll in the health insurance, they must apply for international student medical insurance , and the university will help to apply for it.
轉入本校辦理健康保險情形 Transfer to the NCNU to apply for NHI
狀況一：新入境新生，在臺居留未滿6個月
需加入外國學生醫療保險。並依據全民健康保險法規定俟在臺居留滿6個月(以居留證初次核發日期為準)後，再依狀況二程序辦理健保轉入及IC卡申請事宜。
狀況二：新入學新生，且已在臺居留滿6個月
由國際處協助加入健保。國際處會統一至中央健康保險局系統辦理加保及製卡事宜。屆時會以Line, Facebook或E-mail通知您到國際處領卡。
狀況三：已於其他單位投保，但欲轉至學校投保
請先至原投保單位（例如：語言學校、工作單位、鄉鎮市區公所）辦理健康保險轉出事宜，並取得健康保險轉出單或轉出證明書後，再至國際處告知需辦理健保轉入事宜。
狀況四：已於其他單位投保，且不轉至學校投保
請告知國際處承辦人，並於每學期初檢查學雜費繳費單以避免重複繳費。
Situation 1: New arrivals and freshmen who have lived in Taiwan for less than 6 month.
International student medical insurance is required.
Situation 2: Newly admitted students who have resided in Taiwan for 6 months.
The OIA will assist you in enrolling in NHI and send application form to the Central Health Insurance Bureau for verification and card production. You will be notified to pick up your card at the OIA via Line, FB or E-mail.
Situation 3: You have already applied for insurance in other institution, but would like to transfer to NCNU to apply for insurance.
Please go to the original insured institution (e. g. language school, workplace, district/township office) for health insurance transfer and obtain a health insurance transfer form or certificate of transfer before coming to NCNU OIA to apply for health insurance transfer.
Situation 4: You are already insured at another institution and are not transferring to NCNU.
Please inform the case officer at the OIA and check your tuition and miscellaneous fee payment slips at the beginning of each semester to avoid duplication of payments.
轉出或退出本校代辦健康保險情形 NHI Transferring Out from NCNU
狀況一：休學、退學、畢業、轉學、工作者
請至國際處辦理健保退費及退保事宜。
狀況二：由本校轉至其他學校/機構就讀或在外工作者
請至國際處辦理健保退費及轉出事宜。持本校開立之健保轉出單至就讀學校或公司辦理健保轉入事宜。
Situation 1: Leave of absence, withdrawal, or graduation:
Please visit OIA in person for your NHI deregistration and refund procedure.
Situation 2: Transferring to another university/institution/company:
Please visit OIA in person to complete your NHI deregistration and refund procedure.
Please apply for the certificate of NHI deregistration from OIA and submit the document to your new university/institution/company to complete the NHI transfer procedure.
補發或換發健保IC卡 Renewal of NHI Card
如因身分資料變更、毀損、遺失、更換照片等申請換發健保IC卡者，請至中央健康保險局或郵局繳交工本費新臺幣200元及申請表辦理。
If you need to renew your NHI card due to loss or damage of the card, please visit and apply for card renewal at National Health Insurance Administration or Post Office. The renewal fee is NTD 200.
注意事項 Notes
*加入健保後可申請健保卡，僅限首次免費發放健保卡，第二次之後每次需繳交新台幣200元製卡費至健保署辦理補發。
You may apply for a health insurance card after enrolling in health insurance, but only the first time a health insurance card is issued free of charge; after the second time, a card production fee of NT$200 is required.
* 新生如初次抵台，連續居留滿6個月可申請加入健保。6個月內允許一次出境，且出境時間不超過30天。
New students may apply for health insurance if they have been in Taiwan for 6 months and are allowed to leave the country once within 6 months for no more than 30 days.
* 健保為強制保險，若符合健保資格後未投保將可能處3千至5千元罰款。
Health insurance is mandatory and failure to enroll after qualifying for health insurance may result in a fine of $3,000 to $5,000.
* 居留證居留時間逾期，健保將失效，請至國際處申請學生團體保險。
If your ARC expired, your health insurance will be invalidated, and you should apply for International Student Medical Insurance at the OIA.
* 畢業後若繼續留在臺灣，需自行至健保署辦理健保轉入及繳納健保費，否則將被催收積欠費用。
If you continue to stay in Taiwan after graduation, you need to go to the National Health Insurance Bureau to apply for health insurance transfer and pay health insurance premiums, otherwise, you will be charged for the arrears.
